I made the assumption that the grinding wheel would run true (Concentric) with the 1/4-inch shaft. It does NOT! The shaft is glued into the wheel. It would be so easy for the manufacturer to assemble with the use off an assembly tool that holds the two parts in position while the glue dries, but they must just let the glue dry in the shipping bag.
